The National Organization for the Reform of Marijuana Laws (NORML) scrapped its Kansas City, MO chapter in January. Raines’ proposal failed to meet the organization’s standards, says Dan Viets, NORML’s Missouri Coordinator. Concerns about offensive posts on Facebook and “anti-social conduct” contributed to the decision.
